Medical Refresher Courses for Afghans (MRCA) is a French Non Governmental Organization (NGO), entirely health oriented working for Afghans since 1986. Non-governmental, nonreligious and independent, MRCA activities are focusing on improving and providing health care services for vulnerable communities in Afghanistan, with a strong team of Afghan nationals. MRCA works with a team of 800 afghan staff.

Position main objectives
The finance advisor works under the supervision of the Head of Mission (HoM) and acts in accordance with MRCA policies, rules, and regulations.
The finance advisor will undertake the enhancement of the service by an assessment, capacity building and participation in daily activities. His/her work will allow the finance team to manage and deliver an efficient and effective accountancy records, process and verification, finance follow-up for all programs and field sites. This includes implementation, monitoring and following-up across all finance international regulation to ensure the compliance with MRCA’s and donors’ policies and best practices.
The finance advisor will be based at MRCA main office in Kabul.
To assess the current situation of the department in terms of accuracy of procedures, compliance with policies/law/donors’ requirement, staff capacities, etc.;
To provide recommendation to the Head of Mission based on the assessment results;
To provide staff capacities' training, for Kabul and field offices;
To support the SSC and the Finance Coordinator in ensuring a good knowledge of the government and donors’ rules and regulations for finance procedures and to ensure their good understanding and application by MRCA’s staff;
To support MRCA team in the migration of the accountancy software;
To participate in the update of all policies linked to finance in accordance with afghan law;
To participate in any meeting requested by the Head of Mission.
Knowledge of the French accountancy rules and regulations
At least five years of experience in the field of finance or business management.
Experience in finances for French NGOs.
Experience in audit.
Experience in training and capacity building.
Fluency in French and English, , written and spoken.
Computer skill at operator level, especially with MS Office package.
Capacity to transfer knowledge and develop capacities of others.
Good coordination and communication skills.
Patient and problem solving skills.
Capacity to leave in an insecure environment with restricted movements.
